Pass - Visum - Footprint

Dieses ist die dritte Verlängerung, die für ein sogenanntes "I"-Visum für die USA beantragt wird.

Beim ersten Mal ging dies noch über eine persönliche Ansprache, beim zweiten Mal zumindest über einen individualisierten Mailkontakt und dieses Mal nur noch über ein Internet-Portal [1].

In der Einstiegsseite I- Visa For The News Media ist zu lesen:

Representatives of the foreign news media travelling to the U.S. on assignment may be eligible for classification under the “I” visa category. This may include representatives of the press, radio, film or television whose activities are essential to the foreign media function, such as reporters, film crews, editors and persons in similar occupations. Please note that only those who are actually involved in the newsgathering process are eligible (proof readers, librarians, or set designers are not eligible).

Freelance journalists and members of independent production companies will also be considered for an “I” visa if they are under contract to a media organization (see below).

Persons engaged in the production or distribution of film only qualify for an “I” visa if the material being filmed will be used to disseminate information or news, and the primary source of funding and point of distribution will be outside the US. All published material must be documentary in nature and intended for a foreign audience.

So weit, so gut.

Da es in diesem Jahr nicht möglich war als President German Chapter der Digital Cinema Society am Berlinale-Empfang der US-Botschaft teilzunehmen [2] und sich am Rande nach den aktuellen Modalitäten zu erkundigen, bleibt nur der Weg über die Website:

All applicants for “I” visas must submit their application and supporting documents IN PERSON in Berlin, Frankfurt or Munich

The DS-160 visa application form requires applicants to select a Purpose of Trip from a drop-down menu. I-visa applicants should first select “Other” in the main “Purpose of Trip” drop-down menu and then select “Representative of Foreign Media (I)” from the secondary drop-down menu.

In the Temporary Work Visa Information screen, “I” applicants will be asked to provide the name and address of their U.S. employer. If your media organization does not have a U.S. office, please enter the name of your institution or non-U.S. contracting company and “NA” in the address lines.

All applicants must schedule an appointment to appear for biometric collection and a personal interview. Instructions are available at http://germany.usembassy.gov/visa/niv/step4/.

Schritt 2: Das Foto:

Zu den Anforderungen gehören u.a. die folgenden Kriterien:

Der Kopf muss zwischen 2,5 and 3,5 cm groß sein, vertikal gemessen.
Das Foto muss in Farbe sein und einen weißen Hintergrund haben.
Das Foto muss den Antragsteller mit Vorder­ansicht zeigen, beide Ohren sollten vorzugsweise sichtbar sein.

Diese Anforderungen sind "liberaler" als die, die letztens bei der Ausstellung eines neuen Reisepasses zur Disposition standen [3] und sollten also erfüllt werden können.

Schritt 3: Das DS-160 Formular macht denn auch sogleich darauf aufmerksam, dass es notwendig sein wird, darin ein digitales Foto vom Antragsteller einzuladen.

Dieses lässt sich auf einer eigenen Anwendung zuvor testen. Mit der dort eingestellten Aufnahme wurde das Ergebnis ausgeworfen:

Your photo has successfully been uploaded and passed all quality checks. Your photo submission has been accepted.
You can continue your application at the Visa website.

Dann aber gibt es eine erste Klippe: Gefragt wird nach dem Nachnamen und zwar in der Form, in der dieser auch im Pass verzeichnet ist: NOTE: All data on this page must match the information as it is written in your passport.

Der Eintrag "DR. SIEGERT" wird aber von der Software so nicht angenommen. Der Hinweis lautet:

Es gelten die Regeln des Urheberrechts all rights reserved

Surnames is invalid. Valid characters include A-Z and single spaces in between names.

Was tun?

Sich vertrauensvoll erneut per Mail an das Konsulat wenden, diese Aufzeichnung in Kopie beifügen und um Rat fragen? [4]

Zunächst einmal wird der workaround versucht und der Punkt nach dem "DR" weggelassen, da ein solches Zeichen in den US-amerikanischen Formatanforderungen nicht zugelassen ist.

Als dann erneut die "Save"-Funktion aktiviert wird, wird diese auch ausgeführt - und der Nutzer aus der Anwendung herausgeworfen.

Nach einigem Suchen findet sich die Funktion Retrieve a DS-160 Application : Dort sind die im Verfahren zuvor bereits zugewiesene Application ID # einzutragen, die Testfrage, das Geburtsjahr und die "First 5 letters of Surname" auszufüllen.

Und da liegt nun der Hase im Pfeffer: weder der Eintrag mit einer Leertaste "DR SI" wird akzeptiert noch der Eintrag mit der Zeichenfolge "DRSIE".

Die Fehlermeldung: "Please correct all areas in error as indicated below. Once you have finished, click ‘Retrieve Application’ button to continue completing your online application form. Surname does not match" lässt sich nicht aufheben.

Damit ist der Zeitpunkt gekommen, diesen Versuch nun doch an dieser Stelle zunächst abzubrechen und sich samt dieser Aufzeichnung erneut an das Konsulat in Berlin zu wenden.

Am Dienstag, den 28.02,2012 traf um 13:34 die folgenden UNCLASSIFIED Mail ein:

Dear Mr. Siegert,

We are happy that you want to apply for a new “I” visa to visit the United States. We also note, from the link you sent us, that you have begun the process of filling out the DS 160 online application. We have seen the description of your difficulties with the form. As I am sure you understand, the honorific Dr. is exactly that, an honorific and not a name. The application asks for all names listed in your passport as they appear, which in your case would be Siegert.

Once you have completed the DS 160. You can make an appointment at the consulate most convenient to where you live, Munich, Berlin or Frankfurt. The instructions for making an appointment can be found on our website: http://germany.usembassy.gov/visa/niv/apply/

Daraufhin wurden die Englischkenntnisse zusammengekratz und postwendend die folgende Mail zurückgeschrieben:

Dear ?

Thank you for your answer and statement.

To make a long and complicated discussion short and simple:

Following to German law the “Prof.” is a honorific part of the name, butin the passport the “Dr.” is a legal part of the name.

If I drop this part of the name in the Visa it will be different to the name in the passport.

As long as there are no problems at the immigration… I don’t mind.

Anmerkungen

[1Wobei zur Ehrenrettung des hiesigen Konsulats hier in Berlin zu sagen ist, dass sich ein Mitarbeiter am Freitag, den 17. Februar 2012 persönlich - wenn auch ohne Rufnummernkennung - hier im Büro gemeldet und die neue Policy erläutert hat, nachdem die entsprechenden Anschreiben per Mail und Fax zunächst ins Leere gegangen waren.
